What do these charges cover?
Distribution charge helps fund maintenance, repairs, compliance, and improvement works for the Low Voltage Network (LVN), including cabling and associated infrastructure.
Availability charge contributes to billing and administration costs, including meter reading and management of the service.

Why do charges need to increase?
The charges need to keep pace with the cost of compliance work, ongoing maintenance, necessary upgrades and administration. The LVN faces increased future demand due to EV charging, air source heat pumps, and new buildings, which may require cabling upgrades and additional capital funding.
Will the LVN need further investment?
Ongoing maintenance and future upgrades are expected as demand changes over time.
When did the charges last increase?
In January 2026, the charges were increased to bring funding closer to current and future required upgrades. Prior to this;
Distribution Charge had not increased for 21 years and there had been a minimal link to capital improvement needs.
Availability charge had not increased for 13 years and did not cover administrative costs (billing services and meter reading).
An annual increase in line with inflation is recommended going forward.
